- QUESTION: What is a responder?

- REPLY: When we use the term "responder" in the Bulletins
- and other emergency services and public safety references, we
- mean those paid and volunteer people whose primary duty it is to
- report for duty when required or requested to do so. It may be a
- frequent, if not daily, activity. Most RACES personnel are
- considered to be or are responders. Where one responds is not
- important. In other words, a responder may go to the office,
- Emergency Operations Center, duty station, or to some other
- assignment in the field. Some RACES and ARES people may not be
- considered responders because they may serve in a consultant,
- maintenance, advisory, home station, or in other non-response
- roles. A responder is trained, equipped, and physically prepared
- for the response role to be performed.
- State responders are approved by this agency when and where
- to respond. This is generally true of any volunteer attached to
