  9. SUBJECT: MGT - What is a "responder"?

  11.      QUESTION:  What is a responder?
  12.  
  13.      REPLY:  When we use the term "responder" in the Bulletins
  14. and other emergency services and public safety references, we
  15. mean those paid and volunteer people whose primary duty it is to
  16. report for duty when required or requested to do so.  It may be a
  17. frequent, if not daily, activity.  Most RACES personnel are
  18. considered to be or are responders.  Where one responds is not
  19. important.  In other words, a responder may go to the office,
  20. Emergency Operations Center, duty station, or to some other
  21. assignment in the field.  Some RACES and ARES people may not be
  22. considered responders because they may serve in a consultant,
  23. maintenance, advisory, home station, or in other non-response
  24. roles.  A responder is trained, equipped, and physically prepared
  25. for the response role to be performed.
  26.      State responders are approved by this agency when and where
  27. to respond.  This is generally true of any volunteer attached to
